It is very important that ice buildup on our greens be removed as soon as possible. When the snow on our greens melts, water drains to the low areas and freezes. Unless this ice is removed, significant root damage can result.

The condition that causes the most damage to our greens is frequent thawing and freezing where the ice buildup is continuous.

Council will monitor the condition of the greens and would like to call on volunteer help when the time is right. Many hands make light work so if you are willing to volunteer with this important project, please contact...

PLEASE NOTE: There are TWO debris piles at the burn pit.
When making desposits in the burn pit please ensure you are adding materials to the appropriate burn pile. The Kaleden Fire Dept. has advised us to use TWO burn piles alternately. Once the first pile has been burned, the second pile should then be used to gather materials for future burning. Piling debris on a recently burned pile may cause it to ignite again accidently.

UNATTENDED and UNAUTHORIZED burning puts us at risk with Environment Canada,who have the authority to stop allowing our use of this area for natural refuse disposal and burning permanently.

(1) Pets are not to be allowed to run at large. Dogs are to be leashed at all times when being walked on Strata roads. Dogs may be allowed off-leash, when under the direct control of the owner, occupant, tenant, contractor, visitor or guest, in the grassed area west of the North Gate, or in the pasture area at the south-end of St. Andrews.

a) All feces deposited by an animal on common property must be immediately removed by the individual who has immediate charge of the animal.

b) Animals are not allowed within the lodge or on groomed common areas like the golf course, tennis court, putting greens, horseshoe pitch and pool area.

c) Complaints about animals that are vicious, unwell, or loose on common property should be, first reported to the RDOS, and second to the strata council.

d) Complaints received by the strata council regarding animals, Section 5 {c} this bylaw, will be dealt with by strata council as follows:

(i) wild animals - will be reported immediately to the appropriate organization.

(ii) domestic animals - first complaint: a written warning, unless, in the General Manager's opinion, the situation warrants going directly to (iii) in order to protect the residents and other animals of St Andrews.

(iii) second complaint of the same occurence: a verbal and / or written notice to attend a hearing with the Council, which may result in a notice to remove the animal.

e) Dogs, whose barking becomes an unnecessary nuisance, will be reported to the RDOS by the offended resident.

An owner, tenant or occupant must not keep any pets, livestock, goats, sheep, pigs, llamas, ostriches, reptiles, fowl, waterfowl, pigeons, wild animals or any other animals on

a strata lot with the following exceptions:

a) One dog and/or one cat. Permission must be obtained from Strata Council to keep more than one dog and/or cat.

b) A reasonable number of fish or small aquarium animals.

c) A reasonable number of small caged mammals to be housed only inside the resident dwelling.

Bylaw amendment 5(2) approved at Special General Meeting on October 26, 2003

Failure to comply with this bylaw may result in a fine of up to $100 per occurrence, which may be imposed every seven (7) days for continuous contravention. SPCA section 130 (1&2).

Long Term Plan for Trees Around the Lake

The willow trees are a big part of the beautiful setting at St. Andrews by The Lake and it would be good to preserve that image before the willows start to die. If we did nothing and they all died off in a few short years it would take years to grow them back to a size that would compare to the scenic level we now have.

The reason for dealing with the trees now is two fold.

First : The willows trees are nearing 30 years old and are thought to have a life expectancy of around 45 to 60 years. Therefore they are approaching a time when they will start to rot and become a danger of falling or blowing down. We have just seen the willow tree on the cottage property fall because of internal rot. It is thought that the abundance of water encourages rapid growth in willows and also causes a shorter than normal life span. The willow on the cottage property was thought to be about 60 yrs old.

The decision on which trees to be moved and removed was based on a criteria that also included the fact that some trees are diseased.

Second: The willows drop many leaves and branches into the lake each year with the resulting condition of the lake. There is vegetation and sludge in the lake (3ft.) one metre deep in places. We could reduce the amount of vegetation by taking out a few trees and moving some trees further from the shore.

Coloured tape has been wrapped around various willow trees on the golf course. The colours correspond to the map, there are 9 trees marked (yellow) for removal and 15 trees marked (orange) to be replaced. The trees have grown so large, they overlap and therefore the 9 marked for removal would not change the overall appearance of St. Andrews. The 15 marked for replacing would have their replacements planted about 20 feet from the shore and when they have grown large enough, the older trees would then be removed. Planting new willow saplings 20 feet back will reduce water consumption and debris loading of the shoreline and the subsequent weed growth in the lake.

BURN PIT REGULATIONS

The Open Burning Smoke Control Regulations state:

3.1 A person must not burn, with debris that is open burned, the prohibited material set out in Schedule A.

5. A person who contravenes section 3 or 3.1, or a provision of Part 3 of Schedule B, commits an offence and is liable on conviction to a fine of not more than $200,000

Schedule A - defines prohibited material as:

Tires, Treated lumber, Paint, Asphalt products, Plastics, Railway ties, Hazardous waste, Fuel and lubricant containers, Drywall, Manure, Demolition waste, Tar paper, Biomedical waste, Rubber, Domestic waste, Asphalt.

In addition to the Ministry of Enviromental regulations, the Regional District in your area has also introduced new bylaws regarding burning. The new bylaw is posted on their website at www.rdosmaps.bc.ca/min_bylaws/bylaws/leg_services/RDOS/2005/BL2364.pdf

ATTENTION LIBRARY USERS!

To the newer members of our community and a reminder to our long-time residents - here's how our library works.

It consists of books donated over time by the residents of St. Andrews - you can see we have gained quite a collection! Our library is very informally run. If you wish to take out a book, simply take it home - no sign out cards or fines for late returns. With so many donations and limited space, extra books are taken to the Okanagan Falls Regional Library. The sale proceeds are used for their children's programs. The newer books are put into their library system for all to use. So you can see your books are well-circulated. Even magazines are taken there, where they are displayed as free items for anyone to take home.

Books can be donated to our library at any time and if you've never visited it, it's located downstairs in the lodge - your key to the lodge will open it.
